In this advisory report, the RDA focuses on the normative and societal dimensions of policy on animal invasive alien species, particularly when culling is involved. Explicit attention is paid to animal welfare in the assessment of various control strategies, including non-lethal alternatives.
Extensive scientific and policy-related knowledge on invasive alien species (IAS) is already available. The Ministry is aware of the current state of scientific knowledge and the associated recommendations for authorities and policymakers, as set out in the IPBES report. The introduction briefly outlines this scientific background, as well as the relevant legal and policy frameworks.
Chapter 2 examines prevention as the cornerstone of IAS policy, thereby minimising the need for far-reaching control measures. Chapter 3 discusses the eradication and control of invasive species, focusing on available methods, regulations and the development of welfare-friendly and innovative approaches. Chapter 4 considers challenges in the current administrative framework and policy implementation.
Chapter 5 centres on the societal dimension: how public perception, values and resistance affect the feasibility and legitimacy of policy. Chapter 6 elaborates on this by making the normative dimension explicit and considering the relevant values and interests as a whole.
The advisory report ends with a conclusion and recommendations that lay out a course for a future-proof approach to IAS, with particular attention to prevention, animal welfare, societal legitimacy and international cooperation.
